The County Superintendent of Schools Dr. Joseph A.
Ovick, administers all County Office of Education programs and facilitates
cooperation among schools, colleges, universities, government and community
organizations. He is responsible for monitoring and approving all school
district budgets. In addition, he serves as an advocate for education
with the legislature and the public.
Communications
The Communications Office informs the public about and builds
support for public schools. The office:
- Provides printed and electronic information and
presentations about public education
- Responds to the media and the public about issues
in education
- Develops funding and other resources for school
programs
- Showcases outstanding public school educators
Human
Resources
Human Resources serves the employees of the County Office of
Education and county school districts in multiple ways, including:
- Employee recruitment and selection
- Credential services
- Classification, salary and benefits administration
- Contract interpretations
- Safety and wellness
- Training and employee relations
- Teacher and substitute job fairs to recruit staff
for school districts and County Office programs
- Training for school district substitutes
- Ensuring that all Contra Costa teachers are credentialed
and assigned to teach appropriate subjects
Student Programs
& Services provides outstanding Adult Correctional Education, Court
& Community School, ROP/Career Development, Special Education, and
Special Projects for more than 33,000 students each year.
The division also ensures equitable treatment for
all by preparing the County Board of Education to rule effectively
on appeals of interdistrict transfers and expulsions involving parents,
students, and school districts.
Adult
Correctional Education
Adult Correctional Education offers educational programs
to incarcerated adults through the Contra Costa Adult School and the
California Department of Corrections and Rehabilitation (CDCR) program.
In each program, instruction and delivery of services
have been designed to ensure opportunities for students to take grade-appropriate
academic course work, address basic skill deficits, earn high school
credits, earn the GED, and/or vocational preparation. Additionally,
these programs emphasize the development of pro-social behaviors and
life skills.
Career
Development/ROP
ROP is the Contra Costa County Office of Education's school-to-career
program designed for high school juniors and seniors and adult learners.
The goal of ROP is to help students and adult learners learn about career
opportunities and develop job skills.
Court
& Community Schools
The Contra
Costa County Office of Education operates many different programs for
high-risk juveniles, including those referred by probation and by local
school districts for expulsion, behavioral issues or school attendance
problems, and those in probation court facilities. They provide
challenging academic curriculum and assist students in developing positive
social skills. These programs include the Golden Gate Community School
program, Mt. McKinley School at Juvenile Hall and Chris Adams Girls
Center, and Delta Vista High School at the Orin Allen Youth Rehabilitation
Facility.
Special
Education
The Special Education program educates and challenges students
to become independent, productive members of society by:
- Providing education, counseling and related services
to 850 severely handicapped, autistic, and/or severely emotionally
disturbed students
- Operating programs at 45 sites in public school
classrooms throughout the county and in five COE facilities - Liberty,
Turner, Mauzy, Marchus and O'Hara Park
Special
Projects
Special Projects provides a variety of specialized services for the
community at large, incdluing job search activities for limited English
speakers, the disabled and the economically disadvantaged, training
and certification for group home caregivers, pre-school teacher training
and educational data reporting.
Youth
Development Services
Youth Development Services
(YDS) provides education and jobs for about
1,200 disadvantaged youth annually.
Business Services ensures financial solvency for school
systems through sound business practices by:
- Reviewing and certifying nearly $1 billion in school
district budgets
- Issuing 24,000 checks a month to pay school employees
and vendors
General
Services
General Services provides efficient facilities management for
student and administrative programs, including:
- Maintaining school facilities and overseeing new
construction
- Purchasing more than $2.5 million in supplies and
materials for the COE and school districts yearly, using shared buying
power
- Providing transportation services for COE programs
and eight participating school districts.
Technology
Systems
Technology Systems provides educational technology support to
staff, teachers, schools and districts in curriculum/technology integration,
professional development, network infrastructure, planning and communication
through:
- Curriculum integration Web sites
- Professional development classes and workshops
- Technology Planning and Audits
- Bi-Monthly Communication Forums (TAC and ETAC)
