The Contra Costa County Office of Education is dedicated to supporting schools and districts as they begin transitioning to the California Common Core Standards (CCCS). With the implementation of the common core, educators will work collaboratively to implement curriculum, assessment, and ongoing professional development. Our goal is to support districts as they build capacity at all levels to support teachers, students, and school communities. The common core provides a means for all students to be college and career ready and to thrive in the 21st century workforce.
The Common Core State Standards (CCSS) were developed through a state-led national initiative to establish consistent and clear education standards for English language arts and mathematics that would better prepare American students for success in college, career, and the competitive global economy.
This is an introduction to the CCSS as published by the National Governors Association and State Education Chiefs in the launch of the CCSS (June 2010).
The California State Board of Education adopted the academic content standards in English language arts and mathematics as proposed by the California Academic Content Standards Commission (ACSC) pursuant to Senate Bill X5 1 (Steinberg) The California standards include the CCSS AND specific additional standards that the ACSC deemed necessary to maintain the integrity and rigor of California’s already high standards.
When the SBE adopted the CCSS with additions in August of 2010, these standards became the current subject-matter standards in English language arts and mathematics for California.
The full implementation of these standards will occur over several years as a new system of CCSS-aligned curriculum, instruction, and assessment. Assembly Bill 250 (Brownley) specifies the following timelines.
| Milestone | Math | English Language Arts |
|---|---|---|
| Bridge/Supplemental Materials | Fall 2012 | Fall 2012 |
| Framework | November 2013 | May 2014 |
| Textbook Adoption | 2016 | 2018 |
| Full Implementation of CCSS | 2013-14 School year | 2013-14 School year |
| Smarter Balanced Assessments | 2014-15 School year | 2014-15 School year |
The traditional implementation of new academic content standards in California has been the progressive pathway of the development, review, and adoption of standards, curriculum frameworks, instructional materials, and assessments. Due to fiscal crisis, the state enacted a series of laws beginning in 2009 designed to create flexibility for local education agencies (LEAs). These laws suspended the authority of the California Department of Education (CDE) to initiate curriculum frameworks development and the authority of the State Board of Education (SBE) to adopt any new materials until July 2015. However, due to the passage of Assembly Bill 250 (Statutes of 2011), the CDE is now revising the curriculum frameworks for mathematics and English language arts. These new curriculum frameworks will provide instructional guidance aligned to the CCCS and will provide publishers with criteria for the development of the new instructional materials.
While instructional materials adoptions remain suspended, the CDE is conducting a review of supplemental instructional materials that will bridge the gap between SBE-adopted programs currently being used by LEAs and the new CCCS. Once the review is complete, the CDE will list on its website these CCSS-aligned materials designed to help LEAs transition to the new standards.
A new hard-copy publication, A Look at Kindergarten Through Grade Six in California Public Schools: Transitioning to the Common Core State Standards in English Language Arts and Mathematics, provides information for educators on curriculum planning and professional development in the Common Core State Standards. Chapters are organized by grade level and recommendations for supporting English Learners are included. Hard copies of this document may be ordered by calling 1-800-995-4099, (the document is 259 pages).
Creative Commons Corporate, partnering with GATES Foundation, has worked on the development of the Learning Resource Metadata Initiative to produce a common metadata schema to identify learning resources that will complement Common Core State Standards for K-12, as well as all other online learning vehicles.
The Contra Costa County Office of Education is developing a series of webinars focused on the Common Core State Standards. The series will provide districts and schools an opportunity to learn more about the organization, content and focus of the Common Core State Standards. This first webinar (link to vimeo below) is a 15 minute Introduction and Overview of the California Common Core State Standards.
Updated Item Specifications Documents Available—The item specifications provide item writers with guidance on how to translate the Common Core State Standards into items and tasks that will be contained within the SBAC assessment. There are both item tables and sample items available. These documents represent the best current thinking on item alignment; however, SBAC expects them to be updated as ongoing item and test developments occur. The updated item specifications materials are available on the SBAC website.
Below are direct links to the general ELA/literacy and mathematics item/task specifications PDF documents.
The Mathematics Common Core Coalition works to provide expertise and advice on issues related to the effective implementation of the Common Core State Standards for Mathematics.
The Leadership in Mathematics Education was initiated at the request of the Council of Chief State School Officers and is developing tools for assessing the potential of curriculum materials to support students' attainment of the Common Core State Standards, including Standards for Mathematical Practices.
The Noyce Foundation aims to improve teaching and learning in mathematics with the goal of developing conceptual understanding and high levels of mathematical skill in all students, kindergarten through algebra. The Tools for Teachers found here are intended for use with the Mathematics Assessment Resource Service (MARS) for professional development and instructional purposes.
This training is available to district representatives and will provide a deeper look into the organization, content and focus of the California Common Core Standards. Participants will gain a better understanding of the Common Core expectations as they begin to develop implementation strategies for English Language Arts and Math content standards.
